Note: No minimum pressure was given in the 09/0600 UTC marine warning,
and neither CP nor MSW was given in the 09/1200 UTC warning. The post-
Fabian LOW at 09/1200 UTC was moving northward at 20 kts, forecast to
turn west within 12 hours. The 09/1800 UTC warning mentioned a LOW
near 60N, 37W, moving west at 10 kts. This position is 330 nm from the
1200 UTC position of post-Fabian, so I concluded that this was a
different LOW center; hence, I stopped the track.

Note: In view of the fact that Grace was moving northwestward at 13 kts,
and given that the MSW increased later, it seems likely that the
estimated MSW of 9 kts at 01/0300 UTC is too low.

NORTHWEST PACIFIC (NWP) - North Pacific Ocean West of Longitude 180

                        Sources of Information
                        ----------------------

The track coordinates and 1-minute average maximum sustained wind
values in general were taken from operational warnings issued by the
Joint Typhoon Warning Center (JTWC) of the U. S. Air Force and Navy,
located at Pearl Harbor, Hawaii. The central pressure and 10-minute
average maximum sustained wind estimates for most systems were obtained
from warnings issued by the Japanese Meteorological Agency (JMA), which
is the World Meteorological Organization's Regional Specialised Meteor-
ological Centre for the basin. In a few instances, information from
warnings issued by other Asian warning centers may have been utilized.
The center position coordinates from JMA and other centers were com-
pared with those from JTWC and annotations made in the Remarks column
when the differences in general amounted to 40-50 nm or more.

Michael V. Padua of Naga City in the Philippines, owner of the
Typhoon 2000 website, sends me cyclone tracks based upon warnings
issued by the Japanese Meteorological Agency and the Philippines'
Atmospheric, Geophysical & Astronomical Services Administration
(PAGASA). Also, Huang Chunliang of Fuzhou City, China, sends me
each month tracks obtained from warnings issued by the National
Meteorological Center of China (NMCC), the Central Weather Bureau
of Taiwan (CWBT) and the Hong Kong Observatory (HKO). A very
special thanks to Michael and Chunliang for the assistance they so
reliably provide. A special thanks also to Kevin Boyle for
performing a lot of the track compilation work.

Note 1: NMCC numbered this system "TD-04" at 19/0000 UTC, when the agency
initiated TC bulletins. Final bulletin was released at 20/0900 UTC,
placing the center near the city of Quzhou, Zhejiang Province, with
the MSW downgraded to 30 kts (10-min avg).

Note 2: HKO initiated their TC warnings at 19/0600 UTC as the depression
entered their AOR. Final warning was issued for the weakening system at
20/0600 UTC.

Mote 3: CWB upgraded the disturbance to depression status at 19/0000 UTC,
then dissipated it at 21/0000 UTC. CWB does not make any wind
estimations for tropical depressions. However, if there is any CWB
bulletin which indicates that a depression "has a tendency to intensify
into a tropical storm", the corresponding MSW entry in the table is
30 kts; otherwise, the MSW is set to 25 kts.

PAGASA's warnings on this system. PAGASA was the only warning agency
to upgrade Lakay to tropical storm status; no warnings were issued on
the system by JTWC.

Note 2: JMA's center position coordinates were reasonably close to
PAGASA's with the following two exceptions:

Note 3: GRMC = Guangzhou Regional Meteorological Centre

Note 4: CWB also issued some bulletins on this depression. Their
center coordinates were reasonably close to the other TCWC's positions
except for the final two at 20/1800 and 21/0000 UTC. The position given
for both those times was 22.0N, 114.0E.

             !!!!!! IMPORTANT NOTE - PLEASE READ !!!!!!

To repeat the caveat which is included in the Author's Note
at the end of the cyclone summaries--the tropical cyclone tracks
I prepare are based upon the operational warnings/advisories/
advices/bulletins which are issued by the various tropical cyclone
warning agencies around the world. Users of these tracks should
be aware that they are preliminary and subject to revision during
post-seasonal analyses of the cyclones by the forecasters and
analysts at the several warning centers.

For the Atlantic and Northeast Pacific basins, official tropical
cyclone reports and "best tracks" can be found at the website of
the Tropical Prediction Center/National Hurricane Center:

     http://www.nhc.noaa.gov>

The Joint Typhoon Warning Center's website contains links to their
Annual Tropical Cyclone Reports which include that agency's "best
tracks" for tropical cyclones in the Northwest Pacific basin, the
North Indian Ocean, and the Southern Hemisphere:
