It seems there has been a review of the data and the strongest wind gusts for a non-tornado event is now from Tropical Cyclone Olivia (http://australiasevereweather.com/tropical_cyclones/1995_1996/bom/tropical_cyclone_olivia.htm) on 10th April 1996 with 408km/h

Wow that just shocking! Our cyclones certainly do have strong winds in them. They have power of need for speed!
