Hadley cells affecting our weather

Do the Hadley cells the encircle the globe shift either north or southward to affect our weather to any degree as far as the tropics goes?

Do they affect the global conveyor when doing so?

Do systems in the western pacific have any bearing or effect on our monsoons?  ( i tend to think not for that one).

Are the cells constant to a certain degree with their position or can they shift due to planetary or earthbound influences that would affect weather in general?
