SURFACE OBSERVATIONS AT 101800Z FROM INDOTRANS MAKASSAR, SOLA VANUA VANUATU (NVSC), AND PEKOA AIRPORT (NVSS) SHOW A DECREASE IN SEA LEVEL PRESSURE RANGING FROM 1.5 TO 3 MB WITHIN THE LAST 24 HOURS. A 101752Z SSMIS 91 GHZ MICROWAVE IMAGE SHOWS MULTIPLE CONVECTIVE BANDS WRAPPING FROM THE SOUTHEAST INTO A BROADLY DEFINED LLCC. UPPER LEVEL ANALYSIS INDICATES THAT THE SYSTEM IS LOCATED UNDER THE SUBTROPICAL RIDGE AXIS WITH WEAK VERTICAL WIND SHEAR AND FAVORABLE EQUATORWARD OUTFLOW. MAXIMUM SUSTAINED SURFACE WINDS ARE ESTIMATED AT 25 TO 30 KNOTS. MINIMUM SEA LEVEL PRESSURE IS ESTIMATED TO BE NEAR 1004 MB. THE SYSTEM IS FORECAST TO TRACK WEST-NORTHWEST IN THE EARLY TAUS, HOWEVER, IN THE LATER TAUS THE SYSTEM IS EXPECTED TO SLOW AND TURN SLIGHTLY SOUTHWESTWARD AS IT ENCOUNTERS A COMPETING STEERING RIDGE TO THE NORTH AND INTERACTS WITH AN APPROACHING MIDLATITUDE TROUGH. ENVIRONMENTAL ANALYSIS INDICATES THE SYSTEM IS LOCATED JUST EQUATORWARD OF THE NARROW (AS MEASURED NORTH- SOUTH) SUBTROPICAL RIDGE AXIS AND AN UPPER-LEVEL DIFFLUENT SOURCE REGION LOCATED ABOUT 5 DEGREES SOUTHEAST OF TC 20P IS ENHANCING STRONG RADIAL OUTFLOW. THROUGH TAU 72, TC 20P WILL CONTINUE TO TRACK ALONG THE NORTHERN PERIPHERY OF THE SUBTROPICAL STEERING RIDGE AND INTENSIFY DUE TO FAVORABLE UPPER-LEVEL OUTFLOW AND HIGH OCEAN HEAT CONTENT (OHC) VALUES. AFTER TAU 72, TC 20P WILL START TO SLOW AND DIP TO THE SOUTH-SOUTHWEST AS A NEAR EQUATORIAL RIDGE IS FORECAST TO BUILD AND GENERATE A COMPETING/WEAK STEERING ENVIRONMENT. NEVERTHELESS, THE CYCLONE WILL FURTHER INTENSIFY THROUGH THE EXTENDED TAU'S DUE TO EVEN MORE ROBUST OHC VALUES. TC 20P IS CURRENTLY TRACKING ON THE NORTHERN PERIPHERY OF THE SUBTROPICAL STEERING RIDGE IN AN AREA OF HIGH OCEAN HEAT CONTENT AND WILL CONTINUE THROUGH TAU 36. RADIAL OUTFLOW ALOFT CONTINUES TO SUPPORT A 110 KNOT SYSTEM, IN ADDITION TO FAVORABLE SEA SURFACE TEMPERATURES AND OCEANIC HEAT CONTENT. THE LATEST DVORAK CURRENT INTENSITY ESTIMATES FROM PGTW AND ABRF RANGE FROM 102 TO 115 KNOTS. THE SYSTEM IS CURRENTLY DRIFTING SOUTH (TOWARDS A TROUGH-INDUCED WEAKNESS IN THE RIDGE) IN A COMPETING STEERING ENVIRONMENT BETWEEN THE SUBTROPICAL RIDGE TO THE SOUTHWEST AND THE NEAR EQUATORIAL RIDGE TO THE NORTHEAST. AFTER BEING QUASISTATIONARY FOR NEARLY 36 HOURS ULUI HAS BEGUN TO ACCELERATE WITH THE STRENGTHENING OF THE SUBTROPICAL STEERING RIDGE TO THE SOUTH. THE TROUGH THAT HAD BEEN RESPONSIBLE FOR THE WEAKENED STATE OF THIS RIDGE IS POSITIONED TO MOVE DOWNSTREAM WITHIN THE NEXT 12 TO 24 HOURS. ANIMATED INFRARED SATELLITE IMAGERY SHOWS A PARTIALLY EXPOSED LOW LEVEL CIRCULATION CENTER (LLCC) WITH A LOSS IN DEEP CONVECTION. HOWEVER, A 191855Z SSMIS MICROWAVE IMAGE INDICATES THE DEEP CONVECTION HAS DEVELOPED SLIGHTLY OVER THE LAST SIX HOURS THOUGH IT ALSO CONFIRMS THE DEEP CONVECTION IS STILL LIMITED TO THE SOUTHERN PERIPHERY OF THE SYSTEM. AN UPPER LEVEL TROUGH TO THE WEST HAS CAUSED INCREASED VERTICAL WIND SHEAR (VWS) AND SUBSIDENCE ALOFT, WHICH HAS CONTRIBUTED TO THE WEAKENING OF TC 20P. THE INITIAL INTENSITY IS BASED ON PERSISTENT DVORAK INTENSITY ESTIMATES OF 55 KNOTS FROM PGTW, ABRF, AND KNES. TC ULUI WILL CONTINUE TO TRACK SOUTHWESTWARD TO WESTWARD TOWARD NORTHEASTERN AUSTRALIA AS THE SUBTROPICAL RIDGE BUILDS IN TO THE SOUTH AND EAST. TC 20P WILL WEAKEN UNDER THE INFLUENCE OF MODERATE VWS, PRIOR TO REACHING LAND AFTER TAU 24, WITH COMPLETE DISSIPATION OVER LAND BY TAU 48. RECENT ANIMATED MULTISPECTRAL IMAGERY SHOWS TIGHTLY CURVED BANDING BUILDING FROM THE SOUTHWEST, OUTLINING AN EASILY IDENTIFIABLE LOW LEVEL CIRCULATION CENTER. THE INITIAL FORECAST INTENSITY HAS BEEN HELD AT 55 KNOTS IN ACCORDANCE WITH THE DVORAK CURRENT INTENSITY (CI) ESTIMATE FROM PGTW AND THE MARGINALLY IMPROVED CONVECTIVE SIGNATURE, PARTICULARLY WITHIN THE NORTHWEST QUADRANT. THE CYCLONE WILL TRACK JUST SOUTH OF WEST ALONG THE NORTHERN PERIPHERY OF THE DEEP LAYER STEERING RIDGE TO THE SOUTH AND MAKE LANDFALL AROUND TAU 12. THE CYCLONE WILL THEN STEADILY DISSIPATE OVER INTERIOR QUEENSLAND. INCREASED VERTICAL WIND SHEAR AND COOLER SEA SURFACE TEMPERATURES SHOULD THWART INTENSIFICATION PRIOR TO LANDFALL. ANIMATED INFRARED SATELLITE IMAGERY SHOWS THAT TC 20P HAS MADE LANDFALL INTO NORTHEAST AUSTRALIA AT 1700Z IN THE VICINITY OF BOWEN, AUSTRALIA. OBSERVATIONS INDICATED WINDS BET- WEEN 40 TO 50 KNOTS, WITH GUSTS AROUND 55 KNOTS. THE CURRENT INTEN- SITY OF 45 KNOTS IS BASED ON THESE OBSERVATIONS. THE STEERING RIDGE WILL CONTINUE TO TRACK ULUI INTO NORTHEASTERN AUSTRALIA, WITH CONT- INUED WEAKENING, AND DISSIPATION EXPECTED WITHIN THE NEXT 24 HOURS. A BRIEF PERIOD OF INTENISIFICATION TOOK PLACE PRIOR TO LANDFALL, WITH A PEAK NEAR 95 KNOTS OBSERVED AT 1240Z ON HAMILTON ISLAND AS TC 20P TRACKED OVER THE ISLAND. HOWEVER, ULUI QUICKLY BEGAN TO WEAKEN AGAIN AS THE OUTER BANDS OF THE SYSTEM BEGAN TO MOVE OVER LAND. THIS IS THE FINAL WARNING ON THIS SYSTEM BY THE JOINT TYPHOON WARNING CENTER (NAVMARFCSTCEN). THE SYSTEM WILL BE CLOSELY MONITORED FOR SIGNS OF REGENERATION.//
